OFFICER COMMANDING DIPLOMATIC POLICE UNIT


VISION

To attain excellence in providing quality and professional security services to all Diplomats living in and visiting in Kenya .

MISSION STATEMENT

We are committed to providing quality security policing services to our clients by upholding the rule of law, applying proactive methods in crime management, cultivating rapport and partnership with the Diplomatic community and Kenyan public.

CORE FUNCTIONS

•  Provide protection services to Diplomats, UN staff and their families.

•  Enhance security awareness among the Diplomatic community in Kenya to reduce crime.

•  Improve communication between the UN/Diplomatic community and police.

•  Improve on dissemination of information liaison and sensitization on matters of security.

•  Prevention and detection of crime targeting Diplomats

•  Enforcement of all Laws and Regulations with which it is charged with.

•  Prevention of crimes through effective patrols - foot and mobile patrols, ambushes targeting mapped out crime prone areas.

•  Promotion of community policing.

OUR SERVICES

•  Patrolling areas of Diplomatic interests

•  Providing VIP protection to deserving Diplomats

•  Responding to distress calls and emergency calls from Diplomats

•  Provision of guard duties to deserving Diplomatic interests

•  Facilitating Diplomats to access various police services

•  Controlling and regulating traffic flow during Diplomatic functions

 

ACHIEVEMENTS

•  We have achieved and maintained good cooperation with members of the Diplomatic community.

•  Crime against Diplomats has reduced drastically since the inception of the Unit P.T.O

•  Traffic accidents within our areas of operation have also reduced.

All these have been achieved through enhanced patrols, security awareness, quick response and improved partnership programmes through community policing.

SECTIONS WITHIN DIPLOMATIC POLICE UNIT

•  Investigations Department : Is responsible for investigation of all crimes involving Diplomats, UN staff and their families.

FUNCTIONS

•  Investigate all cases reported by/involving Diplomats and UN staff.

•  To liaise with other stations handling incidents involving Diplomats or UN staff which occur in their jurisdictions.

•  To facilitate communication between other police stations and the members of UN agencies and embassies.

•  To gather intelligence in areas frequented by diplomats and UN staff members.

•  To lay ambushes in crime prone areas which are frequented or cannot be avoided by diplomats and UN staff.

•  Advise embassies and UN agencies on matters of security.

•  Collection of intelligence by observation, through informers and conducting interviews.

•  Traffic section : Regulates and maintains free flow of traffic at certain designated points used by the diplomats and during rush or peak hours. Officers in this section also control traffic during functions and occasions involving diplomats and UN staff.

FUNCTIONS OF THE TRAFFIC DEPARTMENT.

•  Control traffic at specific points used by diplomats to ensure free flow.

•  Attend to accidents involving diplomats and UN staff.

•  Coverage of diplomats' / UN staff functions for the purpose of ensuring safe and proper parking of motor vehicles.

•  Offer escort services to the Diplomats/ UN staff in order to facilitate their movement.

•  Facilitate assistance given to Diplomats in other police stations in respect of traffic matters.

•  Advise and direct Diplomats accordingly when faced with traffic problems.

•  Minimize / prevent occurrence of accidents by controlling and ensuring free flow of traffic.

•  Generally assist other members of public in traffic matters.

•  Records Section: They coordinate all correspondence within the Unit.

•  Communication Section: Ensures proper distribution of all communication gadgets to officers proceeding on duty so as to monitor communication and also liaises with other stakeholders in security matters such as KSIA

•  Transport Section: Ensures mobility of all officers in their daily duties and during VIP escort duties.

•  Static Guards/Mobile Patrols: They patrol areas where there is high concentration of Diplomats, embassies, UN staff and all their residences.

HISTORY OF THE UNIT

The Unit was established on 24 th November, 2004 to provide security to all diplomats working and visiting Kenya .

It started its operations with 55 officers and vehicular mobility of three Land rovers. Due to increased demand in security and considering the large number of diplomats in Kenya there was need to increase the number of officers in order to cope up with the ever increasing security demand.

On 17 th June 2005, an additional 100 Police officers graduated from GSU Training school after undergoing a VIP protection and security of vital installations course, and were posted to the unit. Since then more officers have been posted to the unit to enhance its capacity. The officers are deployed both on foot and mobile patrols for crime prevention and detection in areas with high population of diplomats. The officers discharge duties in a pro-active and responsible manner, exercising integrity and courtesy at all times while being fair and firm in all their undertakings.

The officers deployed in the Unit are trained in various courses such as Public Relations, Customer Care, VIP protection, Vital Installation Security, G.I.S (Geographic Information Systems) and foreign languages. Many of them have also taken courses in various computer packages.

SECURITY SAFETY TIPS

  •  Ensure you vet your employees before employing them.
  •  Do not leave money, jewelry or other portable valuable items which may tempt your employees to steal.
  • Ensure your car windows are rolled up and doors locked when driving in town.
  • Do not leave laptops, bags or other items that may attract thieves in unattended vehicles.
  • Do ensure that the doors of your vehicles are locked and secured when parked unattended.
  • Do not entrust your vehicle to unknown persons.
  • Avoid driving along dingy roads
  • Do not resist armed carjackers.
  • Avoid giving free rides to unknown persons.
  • Report all incidents of crime immediately to any nearest Police station.
