History of the
Criminal Investigation Department
The Criminal Investigation Department
came into being on 1st January 1926. At inception
the duties and responsibilities which devolve
upon the Criminal Investigation Department in
all modern police forces, were delegated to a
small cadre of European, Asiatic and African personnel,
who in practice lacked the skills and the capability
to effectively handle important cases.
The ensuing twelve months of
1926 were devoted in great part to its organization
and the efficient co-ordination of the varied
branches of activity, which come within the province
of the Department.
It is on the same year that the
Criminal Intelligence Unit was established with
the sole responsibility of collecting, tabulating
and recording the history and data of criminals,
undesirable and suspicious persons.
The constituted Criminal Investigation
Department at the time comprised of the following:
(a) Intelligence branch
(b) Crime branch
(c) Passport and Immigration Branch
The literate staff at the department
totalled nine.
Duties
of the department included: -
- The collection,
tabulation and recording of history and data
concerning Criminal, undesirable and suspicious
persons in the colony or relating to individual
and matters calling for special enquiry.
- Conducting
and correspondence and interchange of reports
on police matters with the United Kingdom British
possession and foreign countries.
- The investigation
of complicated criminal offences and furnishing
of assistance to district police in cases of
inquiries presenting difficult features.
- The location
of missing and wanted persons.
- The issue of,
and granting of visa on passports.
- The supervision,
where desirable of individuals including foreigners,
leaving or entering the colony.
The CID department continued
its activities on the lines laid down on its inauguration
in 1926.
In 1927 Mr. J.B. Grenfell-Hicks,
Superintendent, took charge of the Criminal Investigation
Department.
In 1935 The C.I.D moved into
new offices in the Law courts.
In 1955 the post of officer commanding
the Criminal Investigation Department and the
Special Branch were upgraded from Assistant Commissioner
to Senior Assistant Commissioner.
On May 6th, the new C.I.D
Training School located at South
C was opened at Nairobi and provided instruction
in criminal investigation, detective work and
prosecution duties. Towards the end of the year
the first students from the Police in Tanganyika
and Uganda were accepted on courses at the School.
A Special Branch Training School premises within
the C.I.D. School was inaugurated in March 1958.
The CID has come a long way and
is currently headquartered at the ultra modern
Mazingira complex off- Kiambu road in Nairobi.
Other subsidiary formations are
to be found at provincial and divisional level.
